This is the version of Dukes of Hazzard
that Atari produced on ROM for unknown reasons. Although
the game is on a ROM it is not complete making it a unique
oddity in the 2600 world. The Dukes of Hazzard ROM was
made with a new process called Cart On Board (COB) which
reduced the cost of producing the ROM and made it more
difficult to remove from the board. The black square in
the second picture is the ROM itself.
